Recent assignments with the PSC Team have been on the TSCP Program.

Much of our success is based our ability to apply the basic principles of performance measurement (i.e. earned value management – EVM) to new environments including a wide range of government (DOD, DOE, NASA, IRS and other civilian federal agencies) and commercial programs/projects. One of our major strengths lies in the area of training. Since the inception of the corporation we have conducted public and in-house training courses for clients in EVMS, Performance Based Management/Budgeting, Data Analysis, Project Scheduling and other program/project management related courses. PMA personnel have provided training and education for over 10,000 people.

Harry Sparrow is a Principal of PMA and is internationally recognized as one of the leading experts in Earned Value Management. He is the former President of the Performance Management Association, now the Project Management Institute’s College of Earned Value Management. He is the recipient of the 1998 David Packard Excellence in Acquisition award, for his efforts as a member of the team that wrote the ANSI/EIA Standard 748-1998, Earned Value Management Systems.

Harry holds a BSc. Engineering Physics (South Dakota State University) and a MSc. Industrial Administration (Purdue University). Prior to joining PMA, Inc., Harry Sparrow was the President of Decision Planning Corporation.
