Andy’s expertise in organization assessment and measurement
was gained in ground-breaking work with leading multinational
companies (including Barclays, BP, Shell and Unilever) in
the specification of the technical and professional competencies
required across the totality of their global operations.
Dr Frost has extended this expertise to a wide range of
organizational and performance management systems, including
balanced scorecards, value based management, and quality
management systems.
More recently Andy has translated this expertise to the
Public Sector and has, through close collaboration with
the practitioners in the sector, developed national measurement
systems for educational performance and improvement, and
the adoption of these systems by all schools, colleges and
work based learning providers across England.
In parallel he has developed expertise in the design of
organization structures and in the development and support
of organizational change. In part this was to help his clients
maximise their return on the significant investment they
had made in competencies specification, performance management
and HR management systems. He has also been fortunate in
being asked to support major organization redesign initiatives
with leading companies (including, Barclays, Shell, Unilever
and Omnicom).
Andy’s client assignments with the PSC Team include
those with AEA Technology, BP and WWAV Rapp Collins.
Andy has a PhD in Manufacturing Systems and Organizational
Psychology (Cranfield Institute of Technology); and MSc
Social Psychology (London School of Economics); and BSc
Psychology (Bedford College, University of London). His
early career (1984-1993) was with Shell UK and Shell International,
Netherlands, where his last role was Global Learning Systems
Advisor.
